Соглашение между Правительством Российской Федерации и Правительством Республики Мальта о культурном сотрудничестве

    Правительство Российской Федерации и Правительство Республики Мальта, далее именуемые Сторонами,
    стремясь к дальнейшему развитию и укреплению отношений дружбы и сотрудничества между двумя странами,
    следуя принципам Устава Организации Объединенных Наций и Заключительного акта Совещания по безопасности и сотрудничеству в Европе,
    убежденные в том, что развитие и укрепление сотрудничества в области культуры, образования и науки имеют важное значение для сближения и углубления взаимопонимания между российским и мальтийским народами,
    согласились о нижеследующем:
    Стороны будут развивать сотрудничество в области культуры, образования, науки, молодежных обменов, спорта, туризма и телерадиовещания.
    Стороны будут способствовать развитию сотрудничества в области культуры и искусства, включая обмены культурно-зрелищными мероприятиями, а также между музеями, библиотеками и архивами. Будут поощряться обмены выставками, а также информацией о жизни, истории и культуре народов обеих стран.
    Стороны будут поощрять развитие контактов в области образования, в особенности между университетами и другими высшими учебными заведениями, включая обмен специалистами в области образования, научными работниками, студентами и преподавателями, а также учебными пособиями и программами, методическими и иными материалами.
    Стороны изучат вопрос о взаимном признании эквивалентности документов об образовании, а также ученых степеней и званий с целью подписания соответствующего соглашения.
    Стороны будут стремиться к развитию связей в области науки, в частности путем обмена поездками научных работников для проведения исследований и чтения лекций, а также научной литературой и публикациями.
    Стороны будут поощрять изучение языка, культуры и истории каждой из двух стран.
    Стороны будут способствовать развитию прямых связей между журналистами и учреждениями в области средств массовой информации, в том числе между телерадиовещательными организациями обеих стран. Это сотрудничество будет включать обмены специалистами, а также информацией в виде печатной продукции и радио- и телепрограмм.
    Стороны будут поощрять сотрудничество в области физической культуры и спорта, в частности путем обмена спортсменами и тренерами, а также взаимного участия в спортивных встречах и соревнованиях, проводимых на территории обеих стран.
    Стороны будут поощрять контакты между молодежными организациями обеих стран, в частности путем обмена молодежными группами на взаимной основе.
    Стороны будут поощрять развитие туризма между двумя странами.
    Стороны будут поощрять развитие контактов между соответствующими авторскими организациями и издательствами обеих стран в целях охраны авторских прав и более широкого ознакомления народов обеих стран с культурной жизнью, наследием и научными достижениями друг друга.
    Стороны будут развивать сотрудничество между уполномоченными государственными органами обеих стран по предотвращению незаконного вывоза и ввоза культурных ценностей из одной страны в другую, в частности путем обмена информацией и отработки механизма взаимодействия с целью возвращения культурных ценностей в случае их незаконного вывоза с территории и ввоза на территорию обоих государств, при соблюдении внутреннего законодательства обеих Сторон.
    Стороны будут поощрять развитие сотрудничества в области сохранения и реставрации исторических памятников и других произведений искусства.
    Российский культурный центр в Валлетте имеет статус некоммерческой организации и работает под руководством Посольства Российской Федерации.
    Деятельность Российского культурного центра в Республике Мальта может быть предметом отдельного межправительственного соглашения.
    Настоящее Соглашение не исключает проведения в соответствии с его принципами других мероприятий, в отношении которых будет достигнута договоренность между Сторонами.
    В целях практического осуществления настоящего Соглашения Стороны будут утверждать периодические программы сотрудничества. В этих программах будут определяться конкретные мероприятия и обмены, а также финансовые и общие условия их осуществления.
    Настоящее Соглашение вступит в силу в день получения последнего из письменных уведомлений, подтверждающих выполнение каждой Стороной соответствующих ее законодательству процедур, необходимых для его вступления в силу.
    Соглашение прекратит свое действие через шесть месяцев после того, как одна из Сторон уведомит в письменном виде другую Сторону о своем намерении прекратить его действие.
    Совершено в Валлетте 30 декабря 1994 года в двух экземплярах, каждый на русском и английском языках, причем оба текста имеют одинаковую силу.

  1. AGREEMENT BETWEEN THE GOVERNMENT OF THE RUSSIAN FEDERATION AND THE GOVERNMENT OF MALTA ON CULTURAL COOPERATION

    2. (Valletta, 30.XII.1994)
    The Government of the Russian Federation, and the Government of Malta hereinafter referred to as the Parties,
    Guided by the desire to further develop and strengthen the friendly relations and cooperation existing between the two countries,
    Proceeding from the principles enunciated in the Charter of the United Nations and the Final Act of the Conference on Security and Cooperation in Europe,
    Convinced that the development and strengthening of cooperation in the fields of culture, education and science are of major importance in bringing closer and enhancing mutual understanding between the Maltese arid Russian peoples,
    Have agreed as follows:
    The Parties shall develop cooperation in the fields of culture, education, science youth, sports, tourism, television and radio broadcasting.
    The Parties shall promote the development of cooperation in the fields of culture and art, including the performing arts as well as national museums, libraries and archives. They shall, in particular encourage the exchange of exhibitions as well as information on life, history and culture of the peoples of the two counties.
    The Parties shall encourage the development of contacts in the field of education, particularly between universities and other institutes of higher education including exchange visits by administrators, scientists, students and teachers as well as the exchange of textbooks, curricula and methodological and other materials.
    The Parties shall examine the possibility of mutual recognition of equivalence of certificates of education as well as of academic degrees and titles with a view to concluding an agreement to this end.
    The Parties shall endeavour to develop scientific relations, in particular through the exchange of study and lecture visits by scientists as well as of scientific literature and publications.
    The Parties shall encourage the study of the language, culture and history of each other's country.
    The Parties shall promote the development of contacts between journalists and the mass media institutions, including television and radio broadcasting organisations of the two countries. Such cooperations shall include the exchange of specialists as well as of information in the form of printed materials and radio and television programmes.
    The Parties shall encourage cooperation in the field of physical education and sports, in particular through the exchange of sportsmen and coaches as well as through mutual participation in sports meetings and competitions held on the territory of the two countries.
    The Parties shall encourage contacts between youth organisations of the two countries, in particular through the exchange of youth groups on the basis of reciprocity.
    The Parties shall encourage the development of tourism between the two countries.
    The Parties shall encourage the development of contacts between the respective copyright organisations and publishing houses of the two countries with a view to protecting authors' rights and developing a better awareness of each other's cultural life, heritage and scientific achievements.
    In so far as the Laws of either party permit, both Parties shall develop cooperation between the authorised state bodies of the two countries to prevent the illegal export and import of cultural objects from one country to the other, in particular through the exchange of information and development of a mechanism of interaction with a view to the return of cultural objects illegally exported from the territory of one of the Parties and imported into the territory of the other Party.
    The Parties shall encourage the development of cooperation in the field of preservation and restoration of historical moents and other works of art.
    The Russian Cultural Centre in Valletta shall preserve the status of a non-profitable organisation and work under the guidance of the Embassy of the Russian Federation.
    The activities of the Russian Cultural Centre in Malta may be the subject of a separate intergovernmental agreement.
    The Present Agreement shall not preclude other activities conforming to the principles of this Agreement, which shall be agreed upon by the Parties.
    For the purpose of practically implementing the present Agreement the Parties shall agree on periodic programmes of cooperation. These programmes shall specify concrete forms of activities and exchanges as well as the financial and general requirements for their implementation
    The present Agreement shall enter into force on the date of the receipt of the last written Note confirming that each Party has implemented the procedures required for its entry into force in accordance with the laws of that Party.
    The Agreement shall cease to be in force six months after the date on which either Party has given written notice to the other Party of its intention to terminate it.
    Done at Valletta on this thirtieth day of December 1994 in two originals, in Russian and English Languages, both texts being equally authentic.
