    I.ПРЕАМБУЛА
    Организация Объединенных Наций через посредство СЕФАКТ ООН (Центра Организации Объединенных Наций по упрощению процедур торговли и электронным деловым операциям) поддерживает деятельность, направленную на усиление возможности деловых кругов, торговых и административных организаций в развитых и развивающихся странах и странах с переходной экономикой эффективно обмениваться товарами и соответствующими услугами. Главная задача Центра заключается в том, чтобы облегчить осуществление международных сделок посредством упрощения и согласования процедур и информационных потоков <*>.

    Глобализация рыночного пространства происходит быстрыми темпами, при этом компании приобретают отдельные компоненты продукции в одной части мира, производят их сборку в другой, а продают еще в каком-либо регионе. Тенденция, заключающаяся в осуществлении деловых операций с помощью электронных средств, ведет к увеличению физического объема товарных потоков, когда все чаще отгружаются более мелкие партии переработанной продукции и сырьевых материалов. Такая глобализация рынков обусловливает растущую необходимость в дальнейшем повышении эффективности и оперативности передачи информации. Задачу обеспечения эффективного обмена информацией на международных рынках можно решить за счет использования общих процедур и процессов, предполагающих применение глобально согласованных стандартов. В основе этого подхода лежит необходимость разработки четких механизмов определения данных и единых систем кодирования для обозначения конкретных элементов данных.
    При обмене информацией в торговле и на транспорте часто требуется идентифицировать тип транспортных средств. Настоящая Рекомендация, являющаяся международным стандартом, предусматривает единую систему кодирования, которая облегчает процесс согласованной идентификации типов транспортных средств среди всех сторон, участвующих в обмене такой информацией.
    В программе работы СЕФАКТ ООН подчеркивается необходимость выработки рекомендаций, направленных на упрощение и согласование текущей практики и процедур, используемых при осуществлении международных сделок. В этом контексте роль Рабочей группы по кодам (РГК) СЕФАКТ ООН состоит в обеспечении высокого качества, актуальности и наличия кодовых наборов и структур кодов для содействия выполнению задач СЕФАКТ ООН, включая регулирование деятельности по разработке рекомендаций ЕЭК ООН, касающихся кодов.
    Настоящая Рекомендация была подготовлена во исполнение просьб о разработке конкретной системы кодирования типов транспортных средств, а также с учетом результатов пересмотра Рекомендации 19 (Коды видов транспорта), проведенного РГК.
    II. РЕКОМЕНДАЦИЯ
    На своей ... сессии в ... СЕФАКТ ООН постановил принять следующую Рекомендацию. Перечень стран и организаций, присутствовавших на этой сессии, содержится в Приложении 1.
    Центр Организации Объединенных Наций no упрощению процедур торговли и электронным деловым операциям рекомендует правительствам и деловым кругам взаимно поощрять и стимулировать использование единой системы кодирования и классификации видов транспортных средств в целях содействия формированию общего подхода к упрощению торговли на общемировом уровне.
    Это подразумевает:
    1.Для участников международных торговых и транспортных операций:
    - признание и использование кодов для типов транспортных средств;
    2.Для правительств, международных организаций и национальных органов по упрощению торговли:
    признание и стимулирование использования кодов для типов транспортных средств.
    III. СФЕРА ОХВАТА
    1.Настоящая Рекомендация предусматривает общий перечень кодов для идентификации типа транспортных средств. Она особо актуальна для транспортных организаций и поставщиков соответствующих услуг, таможенных и других органов, статистических управлений, экспедиторов, экспортеров, грузоотправителей и других субъектов, занимающихся вопросами транспорта.
    IV. ОБЛАСТЬ ПРИМЕНЕНИЯ
    2.Настоящая Рекомендация применяется в тех случаях, когда имеется необходимость указания типа транспортных средств в кодированном виде. Она предназначена для использования коммерческими организациями, административно-управленческими и регулирующими органами, занимающимися вопросами перевозок товаров и / или людей на национальном, региональном и международном уровнях. Коды, предусмотренные в Рекомендации, могут использоваться в неавтоматизированных и / или автоматизированных системах, например в контексте ЭОД и электронных деловых операций, для обмена информацией о типе транспортных средств.
    V.ПОЯСНЕНИЯ
    A.Определения
    3.Для целей настоящей Рекомендации были приняты нижеследующие определения:
    код: последовательность знаков, представляющая собой член набора значений;
    перечень кодов: полный набор кодовых значений для отдельного элемента данных;
    данные: информация, представленная в формализованном режиме повторной интерпретации, пригодном для сообщения, толкования и обработки;
    документ: зарегистрированные постоянные данные, содержащие информацию;
    ЭОД (электронный обмен данными): электронная передача с одного компьютера на другой информации о коммерческих или административных операциях с использованием согласованного стандарта для структурирования данных, относящихся к конкретной операции или сообщению;
    электронные деловые операции: процесс заключения сделок электронным путем. Это включает в себя обмен неструктурированной или структурированной деловой информацией с помощью любых электронных средств между поставщиками, заказчиками, правительственными органами, фирмами, предоставляющими услуги, и другими сторонами в целях организации и практического выполнения операций в коммерческой, административной и других областях;
    упрощение: проведение мер по упрощению, стандартизации и согласованию формальностей, процедур, документов и операций, связанных с международными торговыми сделками;
    формальность: набор требований официального, коммерческого или институционального характера;
    товары: все материалы, получаемые от грузоотправителя;
    согласование: приведение национальных формальностей, процедур, документов, информации и операций в соответствие с признанными международными нормами, практикой и рекомендациями в области коммерческой деятельности;
    транспортные средства: конкретный летательный аппарат, дорожное транспортное средство, судно или другое приспособление, используемые для перевозки товаров или людей;
    вид транспорта: метод транспортировки, используемый для перевозки товаров;
    процедура: меры, принимаемые с целью соблюдения какой-либо формальности, включая время, формат и метод представления необходимой информации;
    стандартизация: разработка стандартов для обеспечения соответствия формальностей, процедур, документов, информации и операций.
    B.История вопроса
    B.1 Вид и средства транспорта
    4.Информация о виде и средствах транспорта, используемых для перевозки товаров и / или людей, требуется в самых различных целях. Кроме того, эта информация сообщается с помощью многочисленных средств, таких, как бумажные документы или ЭОД.
    5.Необходимость в такой информации может быть вызвана причинами договорного характера, например, если в договоре купли - продажи предусматриваются конкретные вид и средства транспорта. Во многих странах информация о виде и средствах транспорта требуется также в таможенных и статистических целях.
    6.Транспортные средства, такие, как летательные аппараты, автотранспортные средства, железнодорожный подвижной состав, баржи и суда неограниченного морского плавания, зачастую идентифицируются с помощью регистрационного номера. Этот номер никогда не содержит информации о типе транспортного средства, к которому он относится. Поэтому требуется отличный метод для идентификации конкретного типа транспортных средств.
    7.Также признано, что типы транспортных средств, как правило, зависят от вида транспорта. Таким образом, прилагаемый перечень кодов разбит на несколько разделов, каждый из которых посвящен конкретному виду транспорта.
    B.2 Упрощение обмена информацией
    8.Применение информационной технологии, такой, как ЭОД и электронные деловые операции, зависит от наличия точной и четко определенной информации.
    9.При обмене информацией использование ясного кода для указания типа транспортных средств является предпочтительным по сравнению с применением отличающихся друг от друга и, возможно, неточных текстовых описаний. Применение таких описаний, в свою очередь, может приводить к расхождениям в толковании договорных обязательств.
    10.Для многих процессов, таких, как сбор статистических данных и анализ транспортных операций, требуется метод единой идентификации типов транспортных средств.
    11.Необходимость идентифицировать тип транспортных средств может обусловливаться просьбами, связанными с оказанием специальных транспортных услуг.
    C.Конкретные соображения
    12.Настоящую Рекомендацию следует использовать в сочетании с Рекомендацией 19 (Коды видов транспорта). В том случае, когда оговаривается код типа транспортного средства, необходимо учитывать возможность указания кода смежного вида транспорта. Это обеспечит правильное толкование обозначения типа транспортного средства.
    13.В рамках ЭДИФАКТ ООН для этого требуется указать тип транспортного средства вместе с видом транспорта в сегменте TDT (Подробная информация о транспорте) с использованием соответственно С228 (Транспортное средство) и С220 (Вид транспорта).
    14.Пользователям настоящей Рекомендации предлагается использовать ее в сочетании с другими применимыми рекомендациями Организации Объединенных Наций. К ним относятся:
    - Рекомендация N 5 "Сокращения ИНКОТЕРМС";
    - Рекомендация ООН N 8 "Методология единого идентификационного кода - ЕИК";
    - Рекомендация ООН N 11 "Вопросы документации при международных перевозках опасных грузов";
    - Рекомендация ООН N 16 "ЛОКОД ООН - Классификатор портов и других пунктов";
    - Рекомендация ООН N 18 "Меры по упрощению процедур международной торговли";
    - Рекомендация ООН N 19 "Коды видов транспорта";
    - Рекомендация ООН N 21 "Коды для видов груза, упаковки и материала упаковки";
    - Рекомендация ООН N 22 "Формуляр - образец для стандартных транспортных инструкций";
    - Рекомендация ООН N 23 "Код фрахтовых расходов - КФР";
    - Рекомендация ООН N 24 "Коды статуса торговли и перевозки".
    15.Для того чтобы облегчить переход к прилагаемому перечню кодов, ряд кодов, содержащихся в Приложении 2, приведен в соответствие с существующими отраслевыми кодами. Применительно к конкретным элементам использовано как можно большее число источников, таких, как Регистр судоходства Ллойда, Международная морская организация, Международная палата по судоходству, Международная ассоциация воздушного транспорта, правительственные учреждения, администрации железных дорог и т.д.
    16.Если говорить о воздушном транспорте, то составной частью настоящей Рекомендации следует считать коды для типов летательных аппаратов, опубликованные в Справочнике стандартных расписаний полетов ИАТА (IATA Standard Schedules Information Manual), на который делается ссылка в прилагаемом перечне кодов. Все стандарты могут пересматриваться, и участникам соглашений, которые включают в себя положения о воздушном транспорте, предусмотренные настоящей Рекомендацией, предлагается изучить возможность применения самого последнего издания Справочника ИАТА.
    VI. РАЗРАБОТКА И ОБНОВЛЕНИЕ
    17.Разработка настоящей Рекомендации от имени СЕФАКТ ООН будет осуществляться Рабочей группой по кодам (РГК) СЕФАКТ ООН.

    20.Проекты пересмотренных вариантов опубликовывают для высказывания замечаний в течение по крайней мере двух месяцев. Главы делегаций, которые участвуют в работе СЕФАКТ ООН, уведомляются о наличии конкретного проекта пересмотренного варианта и о периоде для высказывания замечаний. По окончании периода, предусмотренного для высказывания замечаний, РГК рассматривает все полученные замечания. В зависимости от полученных замечаний РГК выпускает новый проект пересмотренного варианта или подготавливает окончательный пересмотренный вариант для утверждения.
    21.Окончательные пересмотренные варианты текстовой части настоящей Рекомендации подлежат утверждению на пленарной сессии СЕФАКТ ООН.
    22.Окончательные пересмотренные варианты перечня кодов, включенных в настоящую Рекомендацию, подлежат утверждению на пленарной сессии РГК или, если пересматривается также и текстовая часть, на пленарной сессии СЕФАКТ ООН.

    23.Перечень кодов представлен в приложении к настоящей Рекомендации следующим образом:

    Код вида транспорта, определенный в Рекомендации 19
    Code value
    Значение трехзначного буквенно-цифрового кода, выраженное цифрами от 0 до 9 и заглавными буквами от A до Z.
    В некоторых случаях само кодовое обозначение может иметь такую структуру, при которой ведущий(ие) знак(и) будет отражать общие характеристики, а подчиненные или подтиповые конкретные признаки будут отражены с помощью дополнительных конечных кодовых элементов. Например, применительно к морскому транспорту кодовое обозначение "50" означает "Универсальное сухогрузное судно", тогда как "501" является подчиненным кодовым элементов, обозначающим "Судно для перевозки зерна".
    Для облегчения справочной работы некоторые кодовые обозначения представлены в виде двух составляющих (например "50 1"). На практике кодовые обозначения должны быть унитарными, т.е. без пробелов между знаками (например, "501").

    The United Nations through UN/CEFACT (United Nations Centre for Trade Facilitation and Electronic Business) supports activities dedicated to improving the ability of business, trade and administrative organizations, from developed, developing and transitional economies, to exchange products and relevant services effectively. Its principal focus is to facilitate international transactions, through the simplification and harmonisation of procedures and information flows. <*>

    Globalization of the marketplace is taking place rapidly, with companies sourcing components in one part of the world, assembling them in another part of the world and selling them in yet another. The trend towards transacting business through electronic means is leading to more physical goods flows with smaller and more frequent shipments of goods and commodities. This globalization of markets has resulted in the growing need for even more efficient and effective information flows. The solution to achieving effective information flows across international markets lies in the use of common procedures and processes based on the use of globally agreed standards. Inherent in this approach is the need for precise mechanisms to define the data and for common coding systems to represent specific data items.
    The identification of the type of means of transport is frequently required in information exchange in trade and transport. This Recommendation as an international standard, provides a single coding system that will facilitate the common identification of the types of means of transport among all parties concerned with the exchange of this information.
    The UN/CEFACT work-program emphasises the need for developing recommendations, which simplify and harmonise the current practices and procedures used in international transactions. Within this context, the role of the UN/CEFACT Codes Working Group (CDWG) is to secure the quality, relevance and availability of code sets and code structures to support the objectives of UN/CEFACT, including managing the maintenance of UN/ECE Recommendations related to codes.
    This Recommendation was developed in response to requests for a specific coding system for types of means and from the outcome of the CDWG review of Recommendation 19 (Codes for modes of transport).
    II. RECOMMENDATION
    At its ... session in ..., UN/CEFACT agreed to adopt the following Recommendation. A list of the countries and organizations present at this session can be found in Annex 1.
    The United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT) recommends that Governments and business do mutually promote and support the implementation of one single system for the coding and classification of types of means of transport towards a common approach to trade facilitation on a world wide level.
    This implies:
    1.For participants in international trade and transport:
    - to accept and implement the codes for the types of means of transport;
    2.For Governments, international organizations and national trade facilitation bodies:
    - to accept and encourage the implementation of the codes for the types of means of transport.
    III. SCOPE
    1.This Recommendation establishes a common code list for the identification of the type of means of transport. It has particular relevance to transport organizations and providers, Customs and other authorities, statistical offices, forwarders, shippers, consignees and other parties concerned with transport.
    IV. FIELD OF APPLICATION
    2.This Recommendation applies in cases where a coded representation is required to specify the type of means of transport. It is intended for use by commercial, administrative and regulatory parties concerned with the transport of goods and/or persons at national, regional and international levels. The codes defined herein may be used in manual and/or automated systems such as those that support EDI and electronic business, for the exchange of information regarding the type of means of transport.
    V.EXPLANATORY TEXT
    A.Definitions
    3.The following definitions have been adopted for the purposes of this Recommendation:
    code: A character string that represents a member of a set of values.
    code list: The complete set of code values for a data item.
    data: A re-interpretable representation of information in a formalised manner suitable for communication, interpretation or processing.
    document: Recorded permanent data containing information.
    EDI (Electronic Data Interchange): The electronic transfer from computer application to computer application of commercial or administrative transactions using an agreed standard to structure the transaction or message data.
    electronic business: The process of transacting business electronically. This includes the sharing of unstructured or structured business information by any electronic means among suppliers, customers, governmental bodies, service providers and other parties in order to conduct and execute transactions in business, administrative and other activities.
    facilitation: The implementation of measures leading to the simplification, standardisation and harmonization of the formalities, procedures, documents and operations inherent to international trade transactions.
    formality: A set of requirements of an official, commercial or institutional nature.
    goods: All materials received from a shipper.
    harmonization: The alignment of national formalities, procedures, documents, information, and operations to acceptable international commercial norms, practices and recommendations.
    means of transport: Particular aircraft, vehicle, vessel or other device used for the transport of goods or persons.
    mode of transport: Method of transport used for the carriage of goods.
    procedure: Steps to be followed in order to comply with a formality, including the timing, format and transmission method for the submission of required information.
    standardization: The development of standards whose purpose is to align formalities, procedures, documents, information, and operations.
    B.Background
    B 1. Mode and means of transport
    4.Information on the mode and means of transport as used for the movement of goods and / or persons is required for many purposes. Furthermore this information is communicated in many ways such as paper documents or EDI.
    5.This information may be needed for contractual reasons, for example where a sales contract stipulates a particular mode and means of transport. In many countries information on the mode and means of transport is also required for Customs and statistical purposes.
    6.The means of transport such as aircraft, road vehicles, railway engines, barges, and deep-sea vessels, are often identified by a registration ber. Such registration bers invariably do not contain any element that would indicate the type the means of transport to which the ber relates. Therefore a separate method is required to identify the specific type of means of transport.
    7.It is also recognized that types of means of transport in general are dependent on the mode of transport. Accordingly, the annexed code list is divided into a ber of sections, one for each specified mode of transport.
    B 2. Facilitating information exchange
    8.The application of information technology such as EDI and electronic business depends on accurate and well defined information.
    9.In information exchange, the use of an unambiguous code to indicate a type of means of transport is preferable to variable and possibly imprecise textual descriptions. Such descriptions in turn may lead to contractual misunderstandings.
    10.Many processes such as the compilation of statistics and the analysis of transport operations require a method to uniquely identify types of means of transport.
    11.Requests for special transport services may require the identification of the type of means of transport.
    C.Specific Considerations
    12.This Recommendation should be used in conjunction with Recommendation 19 (Codes for mode transport). Whenever the code for the type of means of transport is specified, consideration needs to given to specifying the code for the associated mode of transport. This will ensure the correct interpretation of the type of means of transport.
    13.In UN/EDIFACT this requires the specification of type of means of transport together with the mode of transport in the TDT (Details of transport) segment using C228 (Transport means) and C220 (Mode of transport) respectively.
    14.Users of this Recommendation are encouraged to use it in conjunction with other applicable UN Recommendations. These include:

    - UN Recommendation 11 - Documentary aspects of the international transport of dangerous goods.

    - UN Recommendation 24 - Trade and Transport Status Codes.
    15.A ber of the codes defined in Annex 2 correspond to existing industry codes in order to facilitate the migration to the annexed code list. For the respective entries use has been made of as many sources as possible such as Lloyds Register of Shipping, the UN International Maritime Organisation, International Chamber of Shipping, International Air Transport Association, Governmental agencies, Railways, etc.
    16.For air transport, the aircraft type codes as published in the IATA Standard Schedules Information Manual (SSIM) that, through reference in the annexed code list, constitute provisions of this Recommendation. All standards are subject to revision, and parties to agreements based on the air transport provisions of this Recommendation are encouraged to investigate the possibility of applying the most recent edition of the IATA SSIM.
    VI. MAINTENANCE AND UPDATING
    17.This Recommendation shall be maintained on behalf of UN/CEFACT by the UN/CEFACT Codes Working Group (CDWG).
    18.Proposals for updating this Recommendation should be addressed to the Trade Facilitation Section, United Nations Economic Commission for Europe, Palais des Nations, CH-1211 Geneva 10, Switzerland or by e-mail to: cefact@unece.org
    19.Draft to the body text and/or code list of this Recommendation shall be issued by the CDWG when required and shall be made available on the CDWG Web page under:

    20.Draft shall be subject to a public comment period of at least two months. UN/CEFACT Heads of Delegation shall be notified of the availability of a draft revision and the period for comment. Following the conclusion of the comment period, the CDWG shall address all comments received. Depending on the comments received, the CDWG shall issue a new draft revision or shall prepare a final revision for approval.
    21.Final of the body text of this Recommendation shall be approved by the UN/CEFACT Plenary.
    22.Final of the code list of this Recommendation shall be approved by the CDWG Plenary or in the case where the body text has also been revised, by the UN/CEFACT Plenary.

    In certain instances the code value itself may be structured, where the lead character(s) represent the general description and where the subordinate or sub-type specific descriptions are represented by code entries with a further trailing character. For example, in maritime transport the code value "50" represents "General cargo vessel", whilst "501" is a subordinate code entry that represents "Grain vessel".
    For ease of reference, certain code values are shown in two parts (e.g. "50 1". In use, the code value should be a single value with no imbedded space characters (e.g. "501").
